Administrative Rules For Special Education

The Michigan Administrative Rules for Special Education were revised, effective October 8, 2015. The revision is to Rule 340.1793a which addresses the qualifications of interpreters for the deaf in the special education setting. In 2007, the legislature directed the Department of Civil Rights to promulgate rules related to the qualifications of interpreters for the deaf, MCL 393.508a(1), and to "coordinate [such rules] with the Department of Education and the Administrative Rules for Special Education, R 340.1793a." The Department of Civil Rights qualified interpreter rules (R 393.5001 to R 393.5095) took effect on July 7, 2014.
The revision to the MARSE was promulgated under Section MCL 24.244(1) of the Administrative Procedures Act. The qualified interpreter rules by the Department of Civil Rights apply to all interpreters for deaf persons in Michigan, including sign language work in schools.
