Michigan Transition Updates and B13 Secondary Transition

There have been several changes at the MDE/Office of Special Education (OSE) level regarding transition. The Michigan Transition Outcomes Project (MI TOP) has been disbanded. Transition activities related to the mandated transition project are now being coordinated through a team an OSE encompassing transition practice and the state performance plan indicator B13 Secondary Transition. The change has triggered the need for significant learning for the new OSE transition team resulting in shifting information, processes, and activities around B13 Secondary Transition. Here’s what we know as of November 2015:

  • The B13 Checklist will remain the same for the 2016 spring data collection.

  • The B13 Checklist, Compliance Grid, and other resources can be found on the current CIMS B13 Secondary Transition Indicator page (http://cims.cenmi.org/Compliance/PartBSPPComplianceIndicators/B13SecondaryTransition.aspx )

  • They will continue to set the date of March 1 (2016) with the IEP current as of that date, to be used for the data collection

  • The CIMS/OSE B13 team has indicated the data collection window may be shorter than previous years; however have not provided specifics at this time.

  • Typically, there has been a B13 Secondary Transition webinar in late winter/early spring which provides the specifics for the data collection.

  • Measurable Postsecondary Goals: Per the direction of Teri Chapman, OSE Director, to be measurable, postsecondary goals (post-school vision) must be written using verb language such as ‘will be’ or ‘is going to be’. The recommended template/formula for writing measurable postsecondary goals can be found on the Oakland Schools Compliance website in IEP Development- Secondary Transition and in the OCTA Moodle.

Here are some tips and resources to assist your district in continued quality transition practices and compliance with the B13 Secondary Transition indicator checklist.

  • Continue to support transition representative(s) attendance at the Oakland County Transition Assistance (OCTA) workshops and have an expectation & process for them to share information in your district.

  • There will be a Transition & B13 webinar December 15, it will be recorded and archived on the OCTA Moodle ( http://moodle.oakland.k12.mi.us/os/course/view.php?id=894) which houses transition related resources. Additional webinar information will be provided to OCTA and to the Essential Blog in December.

  • Additional Transition resources can be found on the Oakland Schools Compliance website – IEP Development- Secondary Transition ( http://www.oakland.k12.mi.us/tabid/3428/Default.aspx )

  • The #1 recommendation, to increase the likelihood of 100% compliance with the B13 Secondary Transition indicator is to have a district process throughout the school year, of periodic review of IEPs with the B13 Checklist. Provide opportunities for building teams, peer reviews, and/or supervisory review of 5-10 IEPs on a regular basis to provide opportunity for corrections & compliance prior to March 1, 2016.
