Standard Rule Sought on Flagging Bias in Special Education

The US DOE hopes that proposed regulations will capture more districts that have problems with minority overrepresentation in special education—potentially close to half the nation's school districts—if the rules are adopted and every state chooses to follow the department's recommended bias thresholds.
